Error in translation. An owl hoots, but it does not say "hoot." It says "hoo" or "who."

Exactly. Just like a dog does not say "bark" but "woof". 'Bark' is the just the name for the noise made, the onomatopoeia is 'woof' (sometimes also 'bow wow'). Although for the owl noise, I've only ever heard it doubled up, like '(w)hoohoo'. All my variations were marked wrong which I've reported.

Edit: I found a list of cross-linguistic onomatopoeia here, which shows twit twoo/toowit toowoo in addition to hoo hoo.

An owl doesn't "say" hoot. "Hoot" is the verb for what it does.

Duo should not have onomatopoeia in its courses. There are many different ways to spell sounds in English and some of the people are (for instance) French people learning Finnish from English. They have different onomatopoeia from the English and the Spanish.

At the very least, it should be accepted to simply use the Finnish sound given. "Tuo pöllö sanoo huhuu" should accept "That owl says huhuu" since the whole point of this lesson is to learn what each animal says in Finnish.

I agree. Even though I'm a native English speaker and can (usually!) get the answer right (except for tititee haha), I'm writing the Finnish ones and reporting them to be accepted.

The owl definitely says hoo

Some owls say "toowit toowoo"

Yes, the owl’s call is a hoot, but that is not what it says, as the Quora entry you supply makes clear.

this whole lesson is extremely childish and has several mistakes in it

You're wrong, it's extremely important to know how to say hoot in English/Finnish
