Depends if it's far (like: on tv) then its some generic wolf, or tuossä in whixh case a specific potentially immediate wolf.

Why is harmaa in partitive here? Wolves are countable, so shouldn't it be harma?

It's not in partitive. The partitive singular form is "harmaata". "Harma" is not a Finnish word.
