I typed "Onko sinulla puhelin" after getting several others wrong that are very similar, and it was accepted as an alternative solution. If the partitive is required, my answer should not have been accepted.

"Onko sinulla puhelin" is correct translation, good that it was accepted.

Is there any difference in meaning between onko sinulla puhelin and onko sinulla puhelinta?

Why is it puhelin in partitive here? Isn't it for negative sentences only?

Partitive isn't used just with negative sentences.
