What do you mean?

A bheil … ? is the question Is …? – formed of the interrogative (question) particle a(n) and the dependent form bheil. While the independent form of the same verb is tha.

You can think of a bheil as the questioning form of tha (and chan eil being the negative form meaning isn’t).
