The first time around I translated as: Der Lehrer liest dem Mädchen eine Zeitung.

This was correct.

Is it incorrect for when I wrote the second time: Der Lehrer liest eine Zeitung dem Mädchen.

"Der Lehrer liest eine Zeitung dem Mädchen." is wrong. Your first sentence isn't quite correct either. The verb has to be "vorlesen", not "lesen": Der Lehrer liest dem Mädchen eine Zeitung vor.

There is a tendency to have a certain order in objects. In this case: Subject + verb; indirect object; direct object. Der Lehrer liest; dem Mädchen; eine Zeitung (vor). Not the first time I agree with Christian.
