Tidak perlu mengganti speak menjadi spoken, karena sudah ada KK 3 nya "hear" yaitu "Heard". CMIIW

kenapa menggunakan him, tidak he?

https://www.duolingo.com/profile/akucintaDani

"he" is never at the end of the sentence ever. it's only used for "he is/he goes/he... (does something)". "him" is used when we're talking about 'him' as a person, usually before a second part of a sentence and can be used at the end

"I have never heard him speak English" mengapa bukan diterjemahkan: "Aku belum pernah mendengar dia bicara Bahasa Inggris" ?

MENGGUNAKAN SPEAK ATAU SPOKEN?

https://www.duolingo.com/profile/akucintaDani

"speak" is current tense, 'right now'. "spoke/spoken" is past tense, 'already happened'

I have never heard him speak English. I have never heard him to speak English. I have never heard him speaking English. I have never heard him speaks English.

Which one is correct?

your first and third sentences are correct. The first sentence is more commonly heard and used i believe

"speak" is used in a general context here, as in "I've not 'ever' heard him speak English (at all)".
