"этот дом слишком маленький", because дом is masculine, and этот is a part of the subject noun phrase ("this house") and it has to agree in gender ("this house is very small"). It would be эта for a feminine noun and это for neuter.

but:

"это слишком маленький дом", because here это is a pronoun (subject), and слишком маленький дом is an object ("this is a very small house")

You should distinguish unchanging "noun"-это (point to "this thing") from the adjective-это (which goes with a noun it describes).

English and Russian do not have different words for "this", so it gets confusing, especially since unchanging-это is the same as neuter adjectve-это:

  • Это хорошее окно = This is a good window
  • Мне не нужно это окно = I don't need this window.

However, English (not Russian) does distinguish between "my" and "mine", "your" and "yours" and so on. Which may give you a hint on how it works

Unchanging это is used alone. With a difference that Russian does not use "this/that" for objects that often—use the corresponding он/она/оно/они pronoun to refer to a known object instead (however, when referring to the situation in general, "это" is widely used).

Adjectve-это goes with a noun, and, like any adjective, agrees with the noun in gender(number) and grammatical case: - это окно, это яйцо, это молоко (neuter, Nom) - эти очки, эти ножницы (plural, Nom) - этот мужчина, этот стол (masculine, Nom) - эта девочка, эта кошка, эта рубашка (feminine, Nom) - Этой рубашки тут нет (feminine, Genitive) - Я расскажу об этих животных завтра (plural, Prepositional)

... and so on.
