So this is the imperative form heretofore unintroduced. Are we therefore to assume that the third person singular form of the verb without the subject pronoun cannot ever mean he/she...

It can be both: "come o bife" = "eat the steak/ (he) eats the steak"... in imperative, "come" is conjugated for "tu", not very used in Brazil, where we use "vocĂȘ", then you'll hear "coma o bife" most of time....(PS: not every verb follows this rule)
