It is normally dropped and only used for emphasis as it is clear from the conjunction of the verb what is meant.

How would you ask a person to speak English rather than tellnng them "I speak English"? Habla Ingles?

I think you would say "¿Podría hablar inglés? (Could you speak English?). "Habla inglés" is the tú form of the imperative which would be telling them to speak English.
