Can one say "offro del cibo a le"

No, but you can say "offro del cibo a lei", since the pronoun «le» is used to replace "a lei" (to her). Similarly, «gli» replaces "a lui" (to him), «mi» replaces "a me", «ti», "a te", and so on.
