Unless I'm missing something, I don't see how the given solutions are correct: "Will you have come by winter time?" - the Dutch sentence has no question mark, yet this English answer does. "Will you have come when it is winter." - Sentences in English typically don't start with "will" unless it is a question.

You're right, the Dutch sentence is missing a question mark. Due the word order ("Zal jij" instead of "Jij zal") it must be a question.
