No, that is when you select someone for a function, for example "het benoemen van een burgemeester" (appointing a mayor).

Huisarts is a kind of doctor, more specifically a family doctor or a general practice doctor/general practitioner (GP) https://en.wikipedia.org/wiki/General_practitioner

In UK english, 'doctor' is pretty much synonymous with GP (i.e. huisarts). For other types of doctor, you would specify - my oncologist, my dermatologist, my consultant, perhaps 'a hospital doctor'. If you do not clarify the type of doctor, then it's a GP.
