It's a matter of genre and what they produce. Der Autor/Die Autorin is writing novels, while der Verfasser writes other, usually formal things. If you're not sure, and you're translating a text about a novel, use Autor or Schriftsteller.

So ein Verfasser refers to somebody who writes a legal document or a textbook while ein Autor writes stories? What about nonfiction novels?
