What difference makes using preterit instead of indicative el/ella/usted form?

preterit = quiso In the preterit querer usually means 'to try' and 'no quiso' = he/she refused

if I am getting this right, will saying it in the English way 'Ella no querĂ­a/quere tratar sufrimiento' make sense in Spanish?
