"Je hebt dat mij niet gezegd." is NOT a proper Dutch sentence. In the translation "Jij hebt het mij niet verteld." the word "het" (it) is added while it is not mentioned in the English sentence. The right English sentence should than be "You did not tell me IT".
I'm sorry but I'll have to disagree with you, since 'you did not tell me it' is not grammatically correct. In any case, you could say
You did not tell it TO me
(Although it sounds a tiny bit odd to my ears with tell, in that context I'd rather use say).
