I've noticed a few commas like this - is this customary in Danish? It's a bit awkward in English.

If "hvis" can also mean "if", why is it not acceptable to use here? When does one use "om" and when should one use "hvis"?

Is "Jeg ikke ved" not the correct danish structure?

Not sure but, it's something about the main and secondary clauses. Main: " Jeg ved ikke... ". Secondary: "... , jeg ikke ved.".
