In English you would say "he also speaks French". Word order is more precise in English I think :-)

In English, yes, it is. You could say, "He also speaks French," or "He speaks French also."

yes, they are. "pure" is less used, and when used it tends to emphasize the fact that he/she speaks EVEN French :)
