Usually middaguur or twaalf uur.

In Flemish middag generally refers to the period between noon and 2 PM or so. You might also here noen in Flemish.

In the more popular destinations Amsterdam, Den Haag/Scheveningen, and Rotterdam how likely is one going to encounter people who speak Flemish? Isn't it primarily spoken on the boarder between the Netherlands and Belgium?
