"Fa", is it supposed to be placed ONLY at the end? "Soltanto fa settant'anni" not valid?

I suspect "fa" would be interpreted as the present tense of "fare," to make or to do. So "soltanto fa settant'anni" would translate something like, "he only does fifty years."
