Would it be more accurate to translate this as "You talk WITH a boy" rather than"TO a boy?"

I noticed this speaker puts the emphasis on the first syllable of menino unlike the other speakers. Is this more common in Portugal or Brazil?

Why do i need to say "o menino"? Is it wrong to say "voce fala com menino"?
