Buen pregunta. Un hermano menor = a younger brother. Un hermano pequeno = a smaller (little) brother, who may or may not be older, or younger. So, I'm guessing that without appropriate context, which Duolingo provides little or none of, both should be acceptable.

What is better here, "Mi hermano pequeño" or "Mi hermano menor". Or are both ok?
