Because of the preposition chuig. If a masculine noun begins with a vowel and follows the singular nominative definite article, an, it takes a t- (or just a t if uppercase). If it follows the singular nominative definite article, an, and a prepositon, it doesn't take anything, though letters that are able to eclipse/lenite based on dialect.
