when do i have to put the "l'" in l'acqua and when can i leave it out?

sometimes it works with acqua and sometimes it needs l'acqua. also, does the same thing apply for il pane?

If you want to say "the water" it becomes "l'acqua" because "acqua" starts with a vowel. the " l' " is only "the" aka "il". "bread" is "pane", "the bread" is " il pane" :D
