Selecting the 'correct' solution in this exercise is pointless, as both can be equally correct. Probably needs weeding out.

No; that would be Ba mhaith liom a labhairt. (“Would” and “should” have several uses in English; the Irish conditional mood only corresponds to the English conditional use of “would” and “should”. Your example “I would (like to) speak” is not conditional.)
