Yeah, awkward English :) Perhaps even wrong.
The intended meaning is something like "who wouldn't agree to that", i.e. I can't help but agree.
Ahha ho capito! I remember when I first encountered this phrase I was confused but just assumed it was my ignorance of the language. I came across it today while refreshing Infinitives and it still made no sense. But what you say seems reasonable! Grazie!
