Is there any best practice on the order of mig and inte here? I know both are accepted, is there a best option?

It depends on what you want to emphasize.

De ger mig inte boken - Emphasis on that they do not give the book to me
De ger inte mig boken - Emphasis on that they do not give me the book (but maybe someone else)

So the word right after "inte" is most stressed.

Are mej and mig always interchangeable?

Yes. We recommend using mig, it's what almost all Swedes do. The spelling mej was introduced but didn't really catch on at all.
