How is this singular instead of plural. Slaapt vs slapen?
It is exactly the same as in English:
Everyone (singular) sleeps.
Iedereen (singular) slaapt.
Do you mean, you are telling, everyone (to) sleep as apposed to everyone already sleeping?

Because "alle" means "every", not "everyone".
