Can't this be "We have always been fascinated by flowers" as it is a passive construction?
This is in fact the only correct translation. "Wij zijn" is a passive perfect. "Wij worden gefascineerd" is the correct Dutch present passive.
The translation to dutch would be we waren altijd gefacineerd door bloemen, which is in the past. We zijn is in the present.
Not true have been means we continue to be fascinated in the present
"We are always fascinated with flowers" should work here too.
