So is saor in reference to either freedom or cost?

If you're talking about free in cost, saor in aisce is more apt. Otherwise it's more-likely to be interpreted as "cheap"

I got this as a "choose the correct answer" exercise. I was marked wrong for not choosing both "Táim saor!" and "Tá mé saor!" optioms. Surely the latter is not correct???

Both are correct since "Tá mé" and "Táim" are "I am". It depends on the dialect which one is said.
