I had the English translation "Do you meet him a lot?" marked wrong. It's rather casual, but something to consider

I thought "ontmoeten" is to meat someone for the first time and "afspreken" is to meet one occasionally

afspreken is to make an appointment for a future meeting.

Is the difference between ontmoeten and tegenkomen that the former is planned and the latter is by chance? But then Van Dale gives a definition for ontmoeten as "meet, run into, bump into" which sounds the same as tegenkomen.
