Reading the English sentence as American English, "network" would probably refer to a TV network. Does this association exist in Dutch? Is it common?

Nope, not at all, in Dutch it's omroep (broadcaster). This is a very vague sentence in Dutch, netwerk usually will be e.g. a communications network, a social network, a road network, etc. the only common one that comes to mind for which people work, is a criminal network.
