Upgrade trouble

I did the recent upgrade on my Ipad and it will not complete the download. I have rebooted the device....Advice?

Delete the app and redownload it.

It currently will not allow be to open the app.....I will see if it allows me to delete and download. Thank you for the direction because it seems that it will solve the problem. Sincerely....Del
