It's the second grade of the high school. (second of the last three years before going to college)
Is it me or is it England? Why not "He will pass into the second year." ?
It could also be "He will enter the second year" or "He will be entering the second year."
Also "He will be passing on to the second year."
"go into the second year" was wrong, but that's they way I would say it.
