Is it not implied here that the two people do not speak to each other? I put 'non ci parliamo'

I don't think that works. Parlare here is not a transitive verb.

Why not diciamo? Does it make a big difference between parliamo and diciamo?

Why aren't 'noi non parliamo' and 'non parliamo' the same. Your still indicating that 'We do not speak'?
