Does "Dottore" apply to a person with a doctorate, or a medical person (or both)?

Un dottore refers to someone with a doctorate, which could be a physician (they need a doctorate and then some). Un medico refers specifically to a physician.

I could not get the sound to replay, but I thought it clearly said 'Il dottore' and not the longer 'Chi è il dottore?'
