Why do I need to use 'på' if I say 'Han hör'?

Swedish has a lot of particle verbs. The particle often changes the meaning of the verb completely.
So Han hör means 'He hears' – but Han hör på (where is a particle and therefore stressed) means 'He listens'.
Basically höra and höra på are two different verbs.
