Could "bij mij" come after "om de hook" as well, like the English sentence?

You could say it, and in spoken language it would be acceptable, though unusual. But in writing, it would be incorrect

My response to this sentence, "De man, wiens dochter om de hoek van mij woont, is te lang!", was rejected. Is that because it is a slavishly literal translation?

The translation given, "De man, wiens dochter bij mij om de hoek woont, is te lang!", seems more like "The man, whose daughter lives by me around the corner, is too tall!"
