The hovering definition over "havia" says it can mean "happened"...is this true? And if so, then would this be a correct translation for the sentence? "She happened to forget her purse at the hospital"

No, "happened" do not match... in this structura you can use either havia or tinha (most usual) from ter and haver in the past, but not "acontecer" (happen)
