You could say; hun har et kors om sin hals. It doesn't sound right though... the correct translation is the way I'd say it too ;)

Kan man bruge "på" eller " omkring" i stedet af "om"?

You can't use "på", that would mean that there's a cross imbedded on her neck or something like that. "Omkring" would also work, as in this use "omkring" is a synonym for "om".
