How does om te boeken fit into this sentence? I haven't seen it as a hint, and I don't think this sentence came up until I started refreshing skills.

To make progress = vooruitgang boeken. However in Dutch you cannot say, 'we hebben financiering nodig vooruitgang boeken' so 'om' connects those parts

In English literally it would be 'We need financing in order to make progress', but in english you can leave the ' in order' out.

No not when you translate the sentence as: "We hebben financiering nodig om erop vooruit te gaan." or: "We hebben financiering nodig om progressie te maken."

Yes, to me that sounds/looks strange. But "...om voortgang te maken" is a correct way to say the same thing too. (sorry that i didn't come up with that one in my previous post..)
