For blood pressure you either use '120 over 80' or '120 boven 80', though as you can imagine that is not used too often by people unless you have a medical profession.

Usually it depends on the time you ask. Still if you want to be specific, you can add <'s morgen> / <'s ochtends> or <'s middags> or <'s avonds> or <'s nachts> for morning, afternoon, evening and night respectively.

For example, Vraag: Wanneer is jouw bus? (When's your bus?) Antwoord: Ik ga om elf voor half negen's avonds (I go at 20:19)
