Why was this one incorrect: "Céard a shíl an Taoiseach faoin chomhaontú?"?

Cad a cheap - I thought it would be Cad a ceapann ??
cad a cheap sé? - "what did he think?"
cad a ceapann sé? - "what does he think?"
Per teanglann síl = think consider, ceap = think conceive, should be Cad a shíl an Taoiseach faoin gcomaontu. (DL doesn't know what céard means, Lord knows I have tried many times.)
