Can this also be used like "What are you smoking???" as in "You're crazy!" Not like I'd ever want to say that… But maybe I would. Idk.

Well, not this exact sentence, but saying "Hvad har du røget?" (What have you smoked?") can be used as "you're crazy!" :D it's quite common and you'd definitely want to say it.

Yes it may. But it's not as common as "Hvad har du røget", as mads-lime proposes.
