perhaps "in Russian" should also be accepted eventhough there is no "in" in the Dutch sentence.

It's always the first one. Zowel a als ook b does not exist in Dutch.

Asked before but still not answered: Does one have to use the "het"? When does Dutch use "het" before a language name and when not?

I can not think of any sentence in which 'het' would be required, so I think it's optional in every situation before a language name. As a native speaker, 'het' makes this sentences feel clunky, so I wouldn't use it before any language name.
