It's like 'quite'.

  • Dat is best (wel) mooi. - That is quite pretty.
  • Het is best (wel) moeilijk. - It is quite difficult.

I don't think 'wel' really adds much to the meaning, which is why I've included it in brackets.

'Wel' is an amplifier or 'degree adverb'. It increases the intensity or degree of an adjective (like 'more', 'so', 'extremely', etcetera). According to a language blog like this one, it adds emotional value... but like I've said, I suspect that the inclusion or exclusion of this amplifier usually does not change the meaning (much).

Best wel hè! If you use it on its own like I did here, you do cannot leave out the wel. The is an informal equivalent of isn't it.

Yes, that's it. A common (informal) way to say you agree with what was said, usually for subjective remarks: "Dat hebben we goed gedaan!" "Best wel hè!"
