"The dogs belong to the boys" should also be accepted as a correct translation, if it hasn't been accepted yet.

I agree; "the dogs are of the boys" makes no sense in English

The grammatical point is that "dogs" is the subject here. "Boys'" is a remote possessive. Your translation is a completely different sentence, grammatically.
