It means almost the same thing, but it's not the closest answer.

Pay attention to the order.

"It is my blouse" would be "É minha blusa"

However this asks you to translate "A blusa é minha" which translates to "The blouse is mine"

blouse's is a common English contraction for blouse is and should have been accepted

I don't know about "common." In nearly 70 years of speaking English I've never encountered such a contraction.
