Das wäre eine Interpretation des Satzes, der ich auch zustimmen würde.

They are synonyms. But the exact usage is a little different.

"Too" is always put right after the word which it is referring to.

  • we too drink wine (they drink wine and we drink wine);
  • we drink wine too (we drink water and we drink wine).

"Also" is more flexible and like Abendbrot has described above, it leaves some uncertainty and some room for interpretation:

  • also we drink wine = additinally we drink wine;
  • we also drink wine - could be "they drink and we drink wine" or "we drink water and we drink wine" or "we collect wine and we drink wine";
  • we drink also wine - could be "they drink and we drink wine" or "we drink water and we drink wine";
  • we drink wine also = we drink wine too; additionallz we drink wine.
