Can this be also translated as "the applicant"?

I checked the link you gave right away, when I looked at the de Bhaldraithe section (still on teanglann.ie) it gave the reverse search result, and applicant is listed in it. Bearlachas or what, can you give the explanation for that?

I'd say it's possibly used, then. Or it could have been a shift in the years between the two dictionaries. It is what PotaFocal gives, though, so I say you can use it for that sense.

For “applicant”, the EID gives “(For place) Iarrthóir”; given my mathematics background, my first thought was wondering if “place” could have referred to the mathematical definition of “applicant”, viz the Z-coördinate in a three-dimensional coördinate system. (It’s not likely.)

The NEID gives iarratasóir for “applicant”, with iarrthóir shown as “familiar” usage. That “familiar” usage could be explained by the iarrthóir definition in Dinneen’s dictionary:

a beggar, a petitioner; iarrathóir, id.

Note that tearma.ie only gives iarratasóir for “applicant”.

It's not a straightforward distinction in either language as per aistear.ie

IARRATASÓIR NÓ IARRTHÓIR? Is ar éigean atá dealú céille ar bith idir ‘iarratasóir’ agus ‘iarrthóir’ sa ghnáthchaint, ach tá comhthéacsanna ann ina gcaithfidh focal faoi leith a úsáid.

An té a dhéanann iarratas, is amhlaidh is ‘iarratasóir’ é. Is cuma cad é a bheadh á iarraidh: tearmann, íocaíocht leasa shóisialaigh, paitinn, achomharc, post, cead pleanála nó eile. Applicant nó petitioner a thugtar ar a leithéid i mBéarla.

Bíonn ‘iarrthóirí’ páirteach i dtoghcháin, i scrúduithe agus i gcomórtais. Candidate a thugtar ar a leithéid i mBéarla.

Is léir ó na hiontrálacha ar www.focal.ie go mbíonn lucht na Gaeilge an-trína chéile faoi cé acu focal is fearr i gcomhthéacsanna áirithe. Níl dealú slán idir candidate agus applicant sa Bhéarla féin. Ní miste a rá gur ‘iarratasóir’ atá i nduine a dhéanann iarratas ar phost, mar shampla. Ach bíonn iomaíocht ann le haghaidh poist, de ghnáth, agus d’fhéadfaí a rá gur ‘iarrthóir’ atá i ngach duine atá páirteach san iomaíocht sin.
