It could be understood either way.
Agreed, "learn the notes" in the context of revision notes is an awkward sentence in English. "Study/revise" would be more natural, but don't mean precisely "learn".

I find it hard to remember the spelling of this based on the pronunciation. It will come Im sure
I hope this is referring to an exam in music: - "learning the notes" makes very little sense otherwise.
